The issue really boils down to who has to pay for it. An important feature of American Olympic games is the fact that it has to be financed by private donors and not public donors. Improvements to infrastructure is started by the government, with the goal of making the city a nice place for the Olympics, and the hope that it will attract lasting tourists and also business and investments. The problem with nearly all of the bids outside of the US, is that they are usually paid for by the governments and so ultimately it falls upon the Olympics to be able to pay for itself or the government and the citizens are out a lot of money.
As for the case of London, with the economic crisis, the price tag for everything is going up. The real issue with London is that because it has so many tourists all ready and business and investments are all ready at their peak, there is no real place for London to go but down. If they spend all of their resources on getting the Olympics and it doesn’t pay off, then they are stuck with the bill, without seeing any lasting impact from the Olympics. For example, Atlanta Tourist Commission said that it was still feeling an impact from the Olympics as of 2002, Sydney is also feeling the impact, even 8 years after the event, while Salt Lake City has greatly expanded as a tourist destination because of the Winter Olympics.
The scare is obviously like Montreal, which had an Olympic Stadium that they just finished paying off in 2006. When the Olympic Committee awards a city the Olympics, the are not just looking at the Olympics Games, but will the venues that they build be viable for later use. With Atlanta, the stadium became home for the Braves, Sydney hosts many international competitions and their stadium is used for soccer, rugby and other sports and Athens is able to use many of the venues for competition.
If London is kept sustainable, they will not face a budget crisis, plus they will pay off a debt for a long time. That is the critical issue because when they have to pay back money, it severely affects a city for many years.
Because otherwise the people of London and the UK will be paying for it for the next 30 years. This is what happened in Montreal (1976) and they are just now wrapping up paying for it.
