If the Mayor doesnt have special privileges on public transport, then why? After all, he is the mayor! And if he only has the same rights as the public, is that why people are complaining that he didnt get a fine? Is it because then he will get a criminal record (like the European visitor who got a criminal record when she forgot to activate her oyster card?) Is it because he cant stand for Mayor in 2012 if he has a criminal record?

A public official such as a mayor can use public services such as city transport if it is for city business. If he used the transport for personal business, he may have needed to pay. Bare in mind that it’s very hard to prove he did this. He can claim city business for just about anything including going to a doctors office or football game – because when he’s there, he’s the mayor and could be conducting city business or networking, etc. Getting a fine for something like this will probably not get him a criminal record just as a traffic citation does not. And as for standing for mayor next term, it would take a felony conviction to stop him.
Ken Livingstone (Who I assume you are talking about) is NOT mayor London and has absolutely no travel concessions.
