i think it’s a sort of pitch shifter, working on a second channel to have a two parts harmony at the same time. Brian used this effect from late 90′s (til now) in “Chinese Torture” (merged usually in the Brighton Rock solos) and in the final part of live performances of “The Show Must Go On”.
