To keep in simple, Assume Both Charles and William survive Queen Elizabeth II. Also, if she does have the authority to do this, what stops her from skipping over the first 50 people in line for the thrown and Designating her 3rd cousin one removed as the next monarch? (I am exaggerating of course)

Not Legally, Prince Charles Would need to consent to passing on the throne to His Son (Legally he is the next in line). Also Would the decision have to be approved by the Parliament and prime minister. People ask the question why would the Queen want to bypass Charles? Charles has the lowest approval rating and is single handedly bringing down the appeal of the monarchy to most commonwealth countries. William however is thought of very well, he has not publicly had an affair and is far more respected than his father.
