They have no “powers”, as it will be reigning queen not a queen. If she has children she will become the widowed queen and queen mother and still be addressed as Queen Catherine. If she has no children or Harry (or his children if he predeceases William) will be King / Queen, but they will still be the queen dowager and retain her title (HM Queen Catherine).
