How do I apply for the 2008 Beijing Olympics volunteers?

I am a Chinese American of 17 years in search of volunteers for the Olympic Games in Beijing 2008. I checked the official site, but I could not find the application forms were for the students in Beijing. Who knows how foreign students can apply to? Should I call the hotline? No one knows?
